APPLICATION OF SPECIAL KNOWLEDGE IN THE FIELD OF COMMODITY SCIENCE IN IDENTIFICATION OF TIRES OF WHEELED VEHICLES AND DETERMINING THEIR VALUE

Abstract:
This article examines the potential application of specialized commodity science knowledge to tires for wheeled vehicles. Due to the diversity of tire factories in the Russian Federation and the significant share of imported tires, consumers often have questions about their quality and safety. The key parameters influencing tire performance and considered when selecting tires are size, tread pattern, load index, and speed rating. These parameters are required to be included in the factory markings, the requirements for which are established by regulatory documents applicable to tires marketed and used in the member states of the Eurasian Economic Union. In addition to factory markings, tires are digitally marked with a two-dimensional code, enabling the tracking of each unit of goods from the manufacturer to the end consumer through the use of an information monitoring system. If unmarked items or tires with markings that do not meet established requirements appear on the market, a forensic commodity examination is required. This involves studying the regulatory documentation and examining the actual markings on the tire surface. Based on the results of a comparative analysis, a conclusion is reached regarding their compliance or non-compliance. The application of specialized knowledge in the field of commodity science is also possible when determining the value of KTS tires. The need to determine this value arises during the investigation of crimes related to theft (Article 158 of the Criminal Code of the Russian Federation) or damage (Article 167 of the Criminal Code of the Russian Federation) of tires. This article describes an algorithm for determining the actual value of tires used in forensic commodity examinations. The main factors in determining this value are the purchase price of the item, the period of actual use, the service life specified by the manufacturer or specified in the technical documentation, and the quality condition of the product (presence of defects). At the same time, in accordance with Russian legislation, the residual tread depth is taken into account, the minimum values of which are established for summer and winter tires. Expert support for procedural activities of law enforcement agencies regarding KTS tires creates a sufficiently solid foundation for the formation of an evidentiary base for administrative and criminal cases, as well as inspection materials
