ON THE RESULTS OF THE APPLICATION OF THE ALGORITHM OF EXPERT ACTIONS IN THE PRODUCTION OF TRACOLOGICAL EXAMINATIONS OF PHOTOGRAPHIC IMAGES

Abstract:
The article discusses the generalized results of the application of the algorithm for the study of tracological traces based on their images. We analyzed the most typical problems that arose during the testing of the algorithm. The analysis was carried out on the basis of the responses received from the territorial ECPs of the Russian police department. We have developed recommendations for neutralizing these problems in order to increase the correctness and validity of the expert's conclusions. The availability of the use of digital photographic equipment at the scene of the incident for fixing, and often "removing" traces, led to the transformation of the provision of research objects for the production of tracological examinations. Increasingly, the objects of research are not the traces, but their images recorded at the scene. In such cases, there is a fundamental change in the objects of research. Taking into account the constant improvement and development of digital photography tools, the trend of photofixation of traces will only increase in the direction of such objects. And the lack of methodological support for conducting examinations on trace images leads to the fact that experts do not take into account various (geometric and dimensional) distortions of traces caused by the peculiarities of optical systems and violation of the rules of detailed (large-scale) shooting of fixed objects. All this further leads to the formulation of unreasonable or erroneous conclusions. In order to improve the scientific and methodological support of forensic units, we jointly with specialists of the Forensic science centre of the Ministry of Internal Affairs of Russia an algorithm was developed for the investigation of traces recorded in the photographic images and sent to the regional forensic units of the Internal Affairs Bodies of Russia (hereinafter referred to as the ECP of the Department of Internal Affairs of Russia) for testing.
