The article analyzes the features of the emergency legislation system in the pre-revolutionary Russia, which came into force due to the development of revolutionary sentiments and performances. It was noted that due to the inability to control and fear of outbreaks of uprisings and strikes, enhanced security was replaced with emergency protection, and martial law was imposed in some regions. According to contemporar-ies, these measures caused more damage to the authority of the tsarist government, since they were applied haphazardly and almost everywhere, arousing a sense of injustice and indignation of the masses. The empow-erment of minor officials and the lower police administration has led to misuse, often for personal purposes. The expulsion of undesirable persons contributed to the spread of revolutionary ideas in other areas. Isolated cases of attempts to eliminate and terminate the emergency legislation in the country did not bring results, which led to well-known historical consequences.
