The article examines the specifics of applying distance learning technologies (DLT) in the system of higher education. The author describes the problems which arise and some of the reasons for low effectiveness of DLT application in Russian institutions of higher education. Alternatively, application of distance learning technologies in higher education institutions of the USA is described.
