The article contemplates selected definition aspects of ‘form’ and ‘method’ of inspecting security units of physical persons with specific statutory objectives by non-departmental guards. Currently there are such law-enshrined controlling-supervisory activity forms as: checkout, measures on eliminating consequences of identified shortcomings, systematic monitoring over mandatory requirements’ execution. The legislator does not provide delimitative notions of a checkout as a form and a checkout as a method by conducting an inspection, moreover the very notion of ‘inspecting’ is substituted with the word ‘checkout’ which makes the situation even more confusing. The author considers it necessary to introduce amendments into respective legislative acts providing a straightforward definition for inspection as a form of controlling-supervisory activity to which the aforementioned checkout activities would serve as realization methods. Being a form of controlling-supervisory activity, inspecting is executed in the form of prearranged and unscheduled checkouts whereby the controlling subjects exercise the whole aggregate of means and methods to discover objective information on meeting mandatory requirements and conditions imposed upon inspecting security units of physical persons with specific statutory objectives, as well as means and methods of responding to related breeches and deviations.
