The effective activity of public authorities is the basis of stability and development of the state. Proper efficiency assessment is a priority for improving the state mechanism that is why it must be carried out solely on scientifically based methods. The article examines legal models of efficiency assessment of the highest-ranking officials of the subjectsof the Russian Federation and executive authorities of the subjectsof the Russian Federation activity. It is proved that, despite the some assessment criteria applied to the activityof the executive authorities of the subjectof the Russian Federation, they also may be used to efficiency assessment of the highest-ranking official of the subjectof the Russian Federation activity because of his specific legal status in the system of the separation of powers. The author concludes that the results of efficiency assessment of theactivityof the highest-ranking official of the subject of the Russian Federation cannot be grounds of his constitutional responsibility, because they depend only on economic foundations.
