The article analyzes the problems of information nature of human rights on the basis of their relation to freedom. The interpretation of freedom is considered the understanding of it as permission. On this basis, the author discusses human rights, understood as permission. In order to clarify the normative features of the resolution the author deals with the issues of mutual definability of permits, obligations and prohibitions. It is determined that the permission is valid to interpret both in the standard version, and in the descriptive one. The difference between these permission interpretations questions the discernment between liberal and prohibitive legal regimes. Descriptive interpretation of the permission describes only the absence of the ban. And because of this it is inappropriate. Descriptive interpretation of the permission does not imply regulatory properties of human rights. It is established that normative interpretation of permission it is only the specific way to indicate prohibition or bind. It does not have their own normative values. This fact casts doubt on the feasibility of human rights understanding as freedom in the interpretation of freedom as permissions in the narrow system context.
