Management of migratory processes is becoming a hot topic in modern society. Key question is the understanding of how labor migrants get access to participation to lives of accepting community. Territorial movements promote change of social characteristics of the individual, an exchange of labor skills and a know-how, development of material requirements, integration. Despite a rich variety of researches in modern literature, deficiency of the works devoted to studying of the legal forms of government in the sphere of social security of labor migrants, right roles in an institutionalization of economic activity as illegal migration leads not only to short-reception of tax and social assignments, growth of social tension, but also to restriction of use of all human capital arriving to the territory of Russia of citizens of other states is observed. The main directions of development of organizational and legal concepts are revealed, Russian and foreign experiences of adaptation of migrants are compared and the principles of the International Labour Organization (ILO) are analyzed in this work.
