The article explains the notions ‘information competence’, ‘computer environment’, ‘computer-based educational technology’ and outlines the main components of computer-based educational technology. It deals with the features of teaching information technology related subjects at the Department of Informatics and Mathematics at Volgograd Academy of Ministry of Internal Affairs of the Russian Federation. The article describes the tasks students studying in various fields will need to do in their future careers with the help of information technology. It analyses difficulties foreign students encounter when studying information subjects and looks at ways to address them. It shows how the possibility of self-monitoring and self-education offered by the computer environment can significantly increase students’ motivation. The focus is also on the leading role of the educational environment in shaping computer information competences among foreign students. The aspects explored are the potentials of computer-based educational environment attributed to its interactivity, networking and multimedia nature of information representation. The author highlights that the computer environment facilitates efficient training providing foreign students with ample opportunity to have individual consultations and computer-based self-assessment.
