Reviews the legal framework, legal form and main directions of interaction of internal Affairs bodies and municipal bodies in the mechanism of law enforcement. Based on the analysis of legal acts and practices of cooperation with the police and local authorities, offers optimal shape and direction of their interaction through the unification of the legal regulation of their interaction, development and implementation of programs municipal programs in the field of rule of law, improving the organizational and coordinating the activities of municipal authorities in the field of law enforcement. Emphasizes the role of internal Affairs bodies, the General purpose of which is to ensure the rule of law. It is noted that the main criteria for evaluating the effectiveness of cooperation with the police and local authorities are the qualitative and quantitative indicators reflecting the implementation of individual forms and directions of interaction that develop in certain areas (legal, law enforcement, and Advisory information). Thinking about the possibility of creating a municipal police, the author comes to the conclusion that in the future will require adjustment of the police act in order to create opportunities for the creation of municipal militia, in the future, the local governments will actually be able to play a key role in ensuring the rule of law.
