Various aspects of understanding of national security began to be developed ac-tively by domestic scientists and the legislator rather recently. Nevertheless, today they on the quality not only don't concede to works of the western colleagues, but also in single questions them substantially surpass. In the law of the Russian Federation № 2446-1 «About safety», adopted in 1992 for the first time in the history of our country, in article 1 definition of the concept «safety» was given, and in article 8 the sense of a security system revealed. In the federal law № 390-FL «About safety» 2010 the accurate list of the princi-ples of safety is given today, the content of activities of government bodies for safety in detail reveals, their functions, tasks and powers in this sphere are regulated. The Concept of national security of the Russian Federation of 1997 contained definition of «national security of the Russian Federation», and also definition of «sys-tem of ensuring national security of the Russian Federation». In Strategy of national security of the Russian Federation till 2020 accepted in 2009 other definition of «national security» and «system of ensuring national security» is given. It is offered to reconcile all existing positions by means of fixing of definitions of concepts of «system of national security of the state» and «system of ensuring national security of the state» in the federal law № 390- FL «About safety» 2010, having assumed as a basis author's formulations.
