This article discusses the administrative responsibility for violation of the electoral rights of citizens in accordance with Art. 5.1-5.25 Code of Administrative Offences of the Russian Federation. The author analyzes the range of subjects these offenses makes a comparison of administrative responsibility for violation of the electoral rights of citizens to other types of legal liability, gives a description of the administrative penalties for these offenses, given the current economic condition in the country. Comparison of data on average per capita income of Russians in the period when the liability was introduced for the aforementioned offenses, leads to the conclusion about the ineffectiveness of the existing fines for violations. The article stated the importance of an adequate level of administrative and legal protection of these relationships, that promotes the right of citizens to elect and be elected to bodies of state power and local self-government. The author believes that, in addition to administrative responsibility for violation of the electoral rights of citizens has been a limiting factor contributing to the prevention of these crimes, it is necessary to increase fines tenfold. The paper makes proposals for improving on optimizing the fines legislation.
