Under current conditionsheavy demands are imposed on Chiefsof Internal Affairs Departments and Structural Subdivisions. Unsatisfactory personnel selection, training andpermanent staff placement to managerial posts are conditions that significantly complicate their effective performance of operational and work-related tasks. A chief is one of the participants of a complicated managerial process. That’s exactly why the managerial efficiency in many ways depends on personal qualities, displayed by all the participants of the managerial process, including managers of any level. The article points attention to the fact, that a chief should not only be a professional himself in this sphere of activity, but to be able to cooperate in the efficient manner with the subordinate staff and colleagues, having established positive working relations with them. A team should be built out of people under control, that would be able to complete some assigned work-related and operational tasks in an appropriate manner. The article under consideration touches upon professional formation of a beginning manager, that has a complex character and its success is determined by the reasonable combination of professional and personal qualities, rational work organization, right activity planning, timely control over the subordinates’ activity.
