This article gives the analysis to the enactment of the Administrative Procedure Code of the Russian Federation to realization of citizens’ right to assisting in managing state affairs. The multicast law in question consists of several subjective rights components such as the right to assisting in administration of justice, the right to appeal to court for the rights defense, the right to choose and to be chosen to the state authority and local self-administration bodies, the right to participation in referendum, the right to equal accessibility to the state service and etc. The particular requirements and institutions of APC RF (Administrative Procedure Code of the Russian Federation) including the points of the mechanism and realization are studied in the article. The author made the conclusion that APC RF has the regulatory settings overlap the requirements in CPC RF (Civil Procedure Code of the Russian Federation) and APC RF (Arbitration Procedure Code of the Russian Federation). And in the Code of Administrative procedure was found the opposed tendency - lack of the regulation the whole unit of significant social relations (deletion from the administrative cases the disputes about the judgments, actions or inactions of the bodies related to the state service).The author criticizes the regulations of APC RF (Administrative Procedure Code of the Russian Federation) in the part of educational qualification for the individuals acting as a representative in administrative proceedings, the author proposes to mitigate this point according to the requirements of the other federal laws.
