The article is devoted to the modern theoretic grounding of process of organizing educational work at internal affairs bodies. It includes analysis of widespread dictionary attributes of the phenomena „education“ and „educational work“ which is realized in accordance with modern level of pedagogical science development and humanitarian paradigm of psychological and pedagogical research. As the result of this terminological analysis, there are the author’s definitions of education and personality oriented educational work. In accordance with situational and environmental approach in pedagogical projecting, suggested by the author, there occurs a model of gradual organizing educational work with staff realized by chief of branch of internal affairs body. It comprises the series of innovational activities: stating and inner adopting aim of educational work - staff’s professional and personal development - assimilating basic phenomena and regularities of process o personality development in professional environment - diagnostics of levels of staff’s professional and personal development - projecting professional environment at a branch - self-evaluating of organizing educational work. Also, there are short facts concerning experimental approbation of this model in practice of educational institution functioning.
