In the article the author argues the need of development of the scientific-pedagogical concept creation of effective regional educational systems and development of the balanced educational policy in the regions of Russia. The experience in regionalization of education in our country is analyzed since the appearance of the first state educational standards, expenses and mistakes of this process are described. The author discovers two negative tendencies in designing of regional components of education content: 1) excessive autonomism and absolutization of regional component; 2) unavailabality of regional subjects in development of educational policy. Theoretical problems of development of education concept of regionalization are discussed on the basis of exploring various researchers’ views. The ideas about single educational space, management educational macro˗, meso˗ and microenvironments; integration of local, civil and supernational identities of the person, consensus of values on the basis of general and many other problems are examined. Possible design approaches of regional components of education content are listed: socially oriented, content˗ oriented, process˗oriented, person˗ oriented/ The role of professional requests of the labor market is shown in firming of regional educational policy.
