The question of criminalization of consumption of drugs is extremely debatable. On the one hand, human rights activists insist that the persons illegally consuming drugs are patients in this connection need treatment, but not criminal sanction which isn't capable to save them from the available dependence. On the other hand, practical workers insist on the fastest criminalization of this act, reasoning for the line item need of establishment of an additional legislative barrier to drugs threat. However, the legislator, listening to opinion of practicians and suggesting to criminalize consumption of drugs, in our opinion, assumes the serious miscalculation, disregarding that the modern market of drugs constantly is replenished with their new versions from which more than 500 modern synthetic medicines in case of the use inside aren't diagnosed in the available Russian medical laboratories in any way. From there are suspicions about desire of the legislator not so much to enter the next preventive measure how many definitely to influence drugs market repartition, replacement from turnover of one (traditional) drugs due to emergence of other (synthetic).
