In the Russian jurisprudence there are several classifications of the principles of the right. Among them division of the principles on all-legal, interindustry, branch and institutional (separate legal institutes), and also carrying out distinctions between the principles norms (enshrined in the law) and the principles - the ideas (removed doktrinalno) is the most widespread. The list of the principles stated in ZK Russian Federation demands the expansion, and therefore the principles ideas which are directly not enshrined in this code which can be used in the future for addition of Art. 1 of ZK Russian Federation are of special interest. At the moment the principle of management of land fund which, respectively, is among the principles removed doktrinalno is directly not enshrined in the land legislation (unlike forest or faunistic). At the same time it is created and long ago the mechanism of realization of functions of management of land fund which number treat reservation of lands functions; monitoring of lands; land management; zoning; maintaining inventory of the real estate and state registration of the rights for a fast estate; conducting land supervision. It is represented that the institute of management of land fund has to be fastened by the special principle of management.
