The article analyzes the complex of malfeasance determinants in the Republic of Crimea. The author infers that the malfeasance of public authorities in the Republic of Crimea has some peculiarities and attributes to different factors like economic, political, social, geographic and seasonal ones. Such peculiarities can be seen as a result of 20 years period of specific socio-cultural, political and economic situation. During the Ukrainian period in the Crimea political and business elites were formed and incorporated focusing to administrative and business centers as Kiev, Donetsk and Dnepropetrovsk (to a lesser degree). The author demonstrates external and internal causes and conditions of malfeasance in the Republic of Crimea. The main cause is the lack both of the public’s knowledge of laws to counteract malfeasance in the Republic of Crimea, and their personal rights and legal interests that give the opportunity to Crimean public authorities to use legal illiteracy and low cultural level of the citizens for personal gain abusing their social position.
