Development of the personality of lecturer at the educational organization of the Internal Affairs Ministry is a long, complex, and internally contradictory process influenced with numerous factors. Initial knowledge, skills, abilities, and professionalismof the future lecturer are developedwhile studying at the post-graduate department. Among skills and abilitiesof pedagogical techniques a developed speech of the lecturertakes a special place, it is the main tool of his/her activity and the most important means of education. The article deals with the qualitative characteristics of public speakingtechniques: i.e. correct speech (diction, literacy, "trained voice"); a reasonable combination of speech, facial expressions (mimics) and gestures; mastering intonation to express different feelings (requests, demands, questions, orders, advice, etc.); rhythmic breathing; control of students attention, etc. Usage of the listed methods and techniques of public speaking will help those studying programs of lecturers and research staff training at the post-graduate department of the educational organization of the Internal Affairs Ministry of Russiato achieve their goals and to succeed.
