The author has submitted the short characteristic and the main lines of the first thoroughly worked system of the right in Europe. In the period of Modern times in philosophical and legal researches the circle of the ideas and principles which in a support on the previous positive traditions of Ancient Greece, Rome, the Middle Ages have acted as the basis for radical changes during the French revolution of 1879-1893 has been created. The modern times have set kind of the new system of coordinates in the field of human rights and the citizen. The ideology of freedom of the person gradually in process of implementation of these ideas has receded from an arbitrariness of governors. Establishment of modern political legal regimes has happened owing to reforms of Modern times and Education. And even world wars though have introduced some amendments, but haven't changed vision by the Western Europeans of ideals and priorities, both in the field of policy, and in the field of the right. The Roman right also until now remains the major value and relevant priority size of development for modern civilized mankind.
