On the basis of comprehensive study the author of the article examines the place and role of the citizenship institution in the system of politico-juridical relations in Russia and the people’s power institution as the basis of the constitutional state. The given problem is considered to be relevant due to rapid quantitative changing of the world social development tendency under fast transformation and breaking of previously formed traditional relations in the system of the politico-juridical triad “a citizen - people - the State”. The author identifies a number of unfavorable factors in the practice of Russia’s public legal life which constitute a sufficient threat to the national security of the country. He analyzes the essence of citizenship and people’s power institutions, examines their place and role in Russian history and arrives at the reasonable conclusion about legal capacity of these institutions from the point of their place and role in the system of legal relations and in the country’s life on the whole. Having analyzed current provisions of the Constitution of the Russian Federation and legislation in relation to citizenship the author makes a number of law-making suggestions aimed to strengthen the country’s sovereignty.
