The plurality of senses of legal text is inevitable. At the same time, the plurality of legal senses is incompatible with legal prescriptions. The limitation of the plurality of legal senses takes place according not only to the intersubject, but also to the conventional model. The balance between them is determined by the peculiarities of the socio-legal context and psychology of the subject involved in the orbit of legal sense formation. Conventional model may prove to be the dominant sense-making. The general basis of functioning of such semantic sense formation model is that, despite the equal significance of several sensess in the semantic aspect, these meanings have different significance in the pragmatic aspect. As any power assumes subordination, a hierarchy we should combine these subordination and hierarchy with the ability to produce multiple senses of a legal text (law as a sign of law). This is the clearest reflection of a model of law interpretation as a function of will. The dominance of senses is an important prerequisite for power as a realizable ability to rule and in this case - through legal regulations. At the same time, even the model of dominant sense formation does not give a complete answer to a question of which of several potential senses is a relevant one.
