PUBLIC ACTIONS OF SOLIDARITY IN THE FIGHT AGAINST TERRORISM: LEGISLATIVE IMPROVEMENT

Abstract (English):
The subject of this article is public civil actions of solidarity in the fight against terrorism. From the standpoint of the author they represent a separate kind of public events require particular forms of social policy from state authorities and local self-government. In his analysis, the author relies on the works of foreign researchers, who widespread the concept of resilience. Under resilience within anti-terrorist policies means the ability of society and individuals to more effectively cope with and recovery from terrorist attacks. The author reveals the essence of the mass civil actions of solidarity in the fight against terrorism as a positive mechanism to improve resilience of society. The author demonstrates the informational, imitative, and institutional factors contributing to the high efficiency of these shares in the formation of resilience and coping fear. The author insists on the necessity of the active position of the various actors in the formation of resiliently. Considering the second problem, the author substantiates the necessity of carrying out of mass actions of solidarity in the fight against terrorism in the shortest possible time after the terrorist act. He shows that in legislation of foreign countries the period of notification is less. From this standpoint, the author justifies the need for changes in Russian legislation in terms of reducing the minimum term of notification about carrying out public actions.
