The initiative to improve its legal status, protect rights and legitimate interests, and preserve property for one reason or another, did not fall into the mechanism of lawmaking. However it is necessary to distinguish between the initiative to draft the bill and its preliminary discussion, preceding the beginning of the legislative work of law-making public authorities and the legal initiative of non-state organizations. Legislative initiative is the activity of authorized subjects to activate the procedure of lawmaking or the ascent of the law. It is implemented in the country at all levels but operates exclusively in the field of positive law and can have both a material and procedural nature. The situation is different with a legal initiative. In what conditions to live, what law to obey, how to build legal and political strategy of the country - every person and citizen should decide himself. Legal initiative is an integral part of the constitutional and legal framework and mechanism for the implementation of this sphere.
