The federal legislation hasn’t defined the purpose, tasks and functions of local self-government what makes it possible to distort the essence of this relatively independent democratic institution. When the list of locally important issues is constantly expanding and the number of public powers transferred to municipal authorities is increasing it’s difficult to effectively implement immediate functions of local self-government. The enormous potential inherent in the idea of local self-government remains untapped, the optimal system of organizing public power has not been created, there is no clear idea about the scope and boundaries of municipal authorities’ activities. The purpose of local self-government is viewed in creating necessary favorable conditions for integrated sustainable development of the municipality with consideration of historical, national, cultural and other traditions, on the basis of coordinating the interests of municipality’s population with national interests. Indication of the functional purpose of the local self-government institution makes it possible to develop a mechanism for interaction between state and municipal authorities as well as competence separation of their legal status, expressed in defining the structure of powers for each level of government.
